Way into the future?

I wonder if Hungary is exemplary

1. a constrained justice
2. a “Volksgerichtshof” (constrained justice)
3. limited civil rights

How comes that the only thing we can read about it a notes of protest? How comes that Hungary does not have to leave the EU?
